Thomas C. Milligan was born on 3 August 1862 in Ohio.1,2 He and Almeda Allie Driggs were married about 1885. He died on 6 May 1928, at age 65, in Morgan, Morgan, Ohio.1 He was buried in Deavertown Methodist Episcopal Church Cemetery (Row F, Stone 14), Deavertown, Morgan, Ohio.1
