William H. Baum, 94, longtime engineer for Wenonah Borough and Gloucester County, died Wednesday from kidney failure at his Wenonah home.

He was a Wenonah resident since 1919 and was born in Philadelphia.

Mr. Baum was the Gloucester County engineer for 25 years until retiring in 1967. He had started working for the county Engineering Department in the 1930s. He had served as a consultant for the Gloucester County Planning Board.

"He was one of the most significant public servants I ever ran across," said Gloucester County Administrator John H. Fisher, who got his first job out of college working for Mr. Baum as an engineer. "He taught and showed me all the stuff you never get in college - how you do planning in a government environment. He did so much with so few resources."
