Carl Morris Richter was born on 25 September 1913 in Halifax, Dauphin, Pennsylvania. He died on 4 March 1974, at age 60, in Orland, Glenn, California. He was buried in Maple Grove Cemetery (Section 27, Lot 21-2.)

1 Graveside rites Friday for Dr. Carl M. Richter
Funeral services were being held this Wednesday in California for Dr. Carl. M. Richter who died unexpectedly Monday at his Orland, Calif home. He was 50.
Members of the Richter family planned to gly from California to Pennsylvania Thursday for graveside rites at Liizabethville. Time of the graveside service was not know.
He was born in Halifax and was a graduate of Elizabethville Hight School.
Funeral arrangements were being made by the immediate family, according to word received her by former neighbors, Mr. and Mrs. H. Dale Wolfe. Dr. Richter is survived by his wife, the former Anna Mae Uhler, of Elizabethville, and two children, Edward, 21, and Mary Ann, 19.
He received the Doctor of Veterniary Medicine Degree from the Univeristy of Pennsylvania in 1937 and began that yeard to practice in the Newville area. He servied with the rank of major in the US Army, including two years service in the Eduropean Theater of Operations during World War II. He was a charter member and past commander of Hamilton-Myers Post 6070 of the Veterans of Foreign Wars in Newville. He was also a member of the American Legion, Masons, Consistory, Shrine, National Sohjourners and Eagles.
Dr. Richter was a member of Zion Lutheran Church and had served on the Church Council and as a Sunday School Teacher.
He served on the Newville Borough Council and for 12 years as chairman of the Newvill Water Authority. He had been a candidate for the Pennsylvaiia General Assembly, Cumberland County prothonotary and for 19th District congressman. He had also served the state Bureau of Animal Industry.
In 1969 he accepterd a position with the state of California and he and his family left from the home at 10 Chestnut St. for the West Coast. "Doc" Richter was well known in Cumberland, York, Adams, Fulton, Juniata and Mifflin counties where he tested herds in his veterinary work.
He was, also, known for his zest and enthusiasm and friendly manner, his ideas on almost any subjectg and interest in all fields. He was particularly fond of Newville and gave many volunteer hours to serving the borough and its organizations. He was interested in politics, national and local, and above all, "Doc" Richter was colorful.
