3,5,8 Samuel D. Babcock, clerk of this borough since it was incorporated in 1918, died Saturday at his home on Glenwild Avenue. He was 73 years old.
Mr. Babcock, who had undergone surgery for a lung condition three weeks ago, was being assisted down a flight of stairs by his sister when he collapsed and died in her arms.
Appointed by his uncle, the late Mayor Isaac DeLazier, Mr. Babcock had filled the post of borough clerk ever since. Always in good health, he had missed only three or four meetings until he underwent two operations on his eyes last year. In point of service, he was the dean of the state's municipal clerks.
He amassed a host of "firsts" over the years. He was the borough's first policeman, its first court clerk and was one of the founders of its fire department.
Born in Butler, Mr. Babcock had come with his family to Bloomingdale when he was three years old. He was educated in the local school system and later served six years as a member of the borough Board of Education.
He was employed by the Pequanoc Rubber Co. in Butler for over 30 years and served as its paymaster prior to his retirement.
Mr. Babcock was a member of Silentia Lodge, F & A.M., a member of the Eastern Star of Butler, a member of both the National and State Clerks Associations and president of the Passaic County Municipal Clerks Association.
Though Mr. Babcock was "Mr. Republican" of Bloomington, it was a Democratic mayor who gave him his fulltime job as borough clerk- 44 years after Mr. Babcock began his duties. It was in 1962 under Mayor Daniel Morse.
At the same time, Mr. Babcock became borough purchasing agent, another post he held until his death.
As borough clerk, he had administered the oath of office to every one of Bloomingdale's 11 mayors and more than 50 councilmen.
In addition to all his other activities, he also found time to serve-from 1922 to 1945- as the borough's first justice of the peace.
In his memory, Mayor Kenneth Mathews yesterday said he would proclaim an official period of mourning and the fire department, to which Mr. Babcock was so close, has draped its building.
Mr. Babcock is survived by his wife, Elizabeth; a son, Dr. Donald S. Babcock of Vineland; a brother, Ronald of Springfield, Mass.; a sister, Mrs. James Vanderbool of Bloomgdale and two grandchildren.
A funeral service will be held Wednesday.
